This position will be the lead on permitting complex projects in the Central Region's Lake and Streambed Alteration (LSA) Program. This position will work within a regional team that handles review and permitting of projects affecting lakes and streams, including those related to development, maintenance, infrastructure, mitigation or restoration activity, and resource extraction activities. Work includes application review and writing of LSA Agreements. The position will develop contacts within the region and in statewide wildlife, fisheries, conservation engineering, and other regulatory programs, to assist in evaluating impacts and developing measures to protect fish and wildlife resources. The position also addresses compliance of issued LSA Agreements and works with CDFW law enforcement to assess impacts from unpermitted activities and to develop notices and reporting that helps facilitate cases and remediation efforts. Work will include compliance with the California Environmental Quality Act for compliance in LSA permitting, and may include work in the development of California Environmental Quality environmental documents with a CDFW-contracted consultant. The position will also lend their expertise to staff in other programs and provide mentoring and training to lower level scientific staff. This position is often the first contact a prospective applicant or other member of the public has with CDFW, and also works routinely with professionals who represent project applicants.

The position requires regular use of a computer workstation for up to 8 hours each day; completing office tasks that may require the use of multiple locations in different buildings; attending meetings in person and remotely; visiting the locations of project activities, requiring travel of up to three or more hours each way and sometimes including early mornings and late nights, from cold and wet to very hot conditions; traversing uneven and possibly steep or wet terrain on project sites; travel of up to two or more days per week including occasional or routine overnight travel; driving CDFW passenger vehicles for routine travel and operating a 4WD vehicle off highway, over rough terrain, as needed. The position may require wearing a uniform identifying the employee as CDFW staff. Potential for an office-centered hybrid schedule with up to two days each week teleworking.
