Description

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

  • Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

  • Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

  • Possession of a valid driver license and a satisfactory driving record throughout employment. 
  • Possession of a Nuclear Density Gauge Certificate within the probationary period and throughout employment.

They will also have extensive experience in conducting thorough inspections of construction sites and utilities to ensure full compliance with plans, specifications, and safety regulations. They are skilled at collaborating with engineers, contractors, and stakeholders to proactively resolve issues and contribute to successful project outcomes. Highly organized and self-motivated, they excel in managing multiple projects simultaneously and are proficient in project management software such as Virtual Project Management VPM), Procore, enterprise permitting platforms like Tyler or Energov, and Microsoft Word and Excel.

The ideal candidate demonstrates exceptional communication and customer service skills, effectively responding to inquiries by phone, email, or in person at the public counter. They maintain accurate inspection records and prepare comprehensive reports, while also handling conflict resolution with professionalism and tact. A dependable team player, they build strong working relationships across departments and support city programs such as the residential sidewalk replacement program, annual street resurfacing program, encroachment permitting for utilities, stormwater compliance inspections, and the Capital Improvement Program.

Benefits

The City offers an outstanding benefits package that includes:  

  • Health Insurance:  The City contributes the following amounts to employee health and welfare benefits:
    • Employee only: $932
    • Employee + 1 dependent: $1,862
    • Employee + 2 or more dependents: $2,460

If employee declines all medical insurance with the City, employee may receive up to $450 cash in lieu per month. If employee participates in the cafeteria plan, but does not utilize the full benefit, employee will receive up to $450 “cash-back” per month. Any cash back will be paid to the employee in taxable compensation. Proof of medical insurance is required.

  • Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security.  The City participates in Medicare.
  • Vacation Accrual:6.667 to 16.667 hours per month depending upon years of service.
  • Sick Leave:Up to 8 hours per month.
  • Holidays: 13 paid holidays per year.
  • Deferred Compensation:Voluntary participation.
  • Life Insurance:City-paid $50,000 life policy.
  • Educational Reimbursement: Up to $4,000 per employee per fiscal year.
  • Long-term and Short-term Disability:Voluntary participation.
  • Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
  • Health & Fitness:State-of-the-art gym available for use by Department employees. Employees and eligible family members living in the same household may use the Silliman Activity & Family Aquatic Center free of charge. Additionally, employees and their eligible family members receive resident rates for class registration and facility rentals.
