Job Description and Duties

Under the general direction of the Delta Conveyance Office Manager, the Project and Financial Risk Manager (PFRM) is responsible for leading integrated project management, with a strong focus on financial operations, risk management, and contract administration. The incumbent ensures stringent financial oversight, proactive risk mitigation, and compliance with regulatory frameworks such as California Environmental Quality Act (CEQA) and the California Water Resources Development Bond Act (CWRDBA). Collaboration with State, Federal, and private entities is key to ensuring that project deliverables align with financial objectives and regulatory requirements.

Special Requirements

Possession of a valid California Driver's License and the ability to occasionally drive personal, State, or rental vehicle on public roadways to attend training or conduct State business.

This position requires the incumbent to act in a professional and tactful manner, maintaining confidentiality and adhering to department policies. The role requires the ability to manage multiple tasks efficiently, apply financial acumen, and demonstrate organizational skills. Regular and predictable attendance is required, with a proficiency in Microsoft Office and SAP systems. The incumbent must also have a deep understanding of DWR’s contracting and procurement processes, as well as compliance procedures.
