Job Description

Position Summary: The Equal Opportunity Intake Investigator will conduct the intake of complaints of discrimination and unlawful harassment pursuant to federal, state, and local EEO laws and the New York City Public Schools (NYCPS) Non-Discrimination policy. Performs related work.

Reports to: Intake Unit Team Leader, OEO

Direct Reports: N/A

Key Relationships: Serves as a liaison between OEO and both internal and external entities that request complaint information, including New York City Corporation Counsel, the Department of Citywide Administrative Services, the Special Commissioner of Investigation, and the (NYCPS) Office of Legal Services. Collaborates, when necessary, with the Office of Special Investigations regarding overlapping investigative issues.

Responsibilities

  • Receives and reviews newly filed complaints and conducts quick assessments to spot issues and determine appropriate next steps.
  • Conducts intake interviews for the purpose of gathering more information to determine the appropriate course of action for complaints, including whether they should be assigned for full investigation and whether aspects of a complaint should be referred to a supervisor, another office, or another agency.
  • Gathers and reviews documents and other evidence, drafts correspondence, keeps detailed notes of investigative interviews, and creates and maintains investigative case files and electronic case records.
  • Fields and responds to complaints received via OEO’s intake phone line, email address, online complaint form, mail, fax, and walk-in.
  • Provides parties and other individuals that make inquiries with information regarding the Department of Education (NYCPS) Non-Discrimination Policy and internal complaint procedures.
  • Maintains investigative files and data and ensures that records are updated in a timely fashion.
  • May serve as a liaison between OEO and internal and external entities, regarding requests for information about investigations.
  • Works to ensure compliance with the NYCPS’s non-discrimination policy and internal complaint procedures.
  • Assists in the preparation, dissemination and implementation of rules, regulations, procedures and guidelines related to the review of internal complaints of alleged discrimination.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and three years of full-time satisfactory professional experience in one or more of the fields of equal employment opportunity, human rights, community relations, law, social services, education, investigation, human resources or public relations.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of full-time satisfactory professional experience as described in " 1 " above; or
  • Education and/or experience equivalent to "'1" or "2" above. However, all candidates must have a four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above

Preferred

  • Strong writing, negotiation, and organizational skills.

Salary : $58,704 - $65,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
